In response to the pressing needs of the struggle, Panthic Committee member Bhai Gurdayal Singh Dalla, also known as ‘Gyani Arur Singh’ from Qadian, District Gurdaspur, called for a gathering of all organizations. Seven Kharku organizations including Khalistan Armed Force, Tat Khalsa, Dashmesh Regiment, Khalistan Armed Police, United Khalsa Force, and Malwa Kesari Khalistan Commando Force convened under the banner of the ‘Khalistan Liberation Force’. Following the arrest of Giani Arur Singh, Bhai Avtar Singh Brahma succeeded as its second chief. Sadly, in July 1988, Bhai Brahma was martyred in Rajasthan during an encounter with the BSF.

Subsequently, Bhai Gurjant Singh Budhsinghwala was unanimously appointed as the leader of the Khalistan Liberation Force. Under Bhai Budhsinghwala’s leadership, KLF witnessed remarkable progress. The collaboration between the Sikh Students Federation led by Bhai Daljit Singh Bittu and the Khalistan Liberation Force, led by Bhai Gurjant Singh Budhsinghwala, provided a renewed impetus to the Sikh struggle. Singhs such as Bhai Satinderpal Singh, Bhai Kuldeep Singh Sheikhpura, Gumit Singh Machaki, Bhai Jagdeep Singh Vakil, Bhai Devpal Singh Rodu Kand, Bhai Hardeep Singh Pona, Bhai Jangjit Singh Dakha, Bhai Jagroop Singh Kalakh, Bhai Jugraj Singh Smallsar, Bhai Jagwinder Singh Rakba, Bhai Pargat Singh (all three from Ribeiro action), Bhai Darshpreet Singh Rumi, Bhai Rupinder Singh Haripur, Bhai Sukhwinder Singh Jhande, Bhai Mohan Singh Rimpi Sheikhpura, Bhai Khushkarnjot Singh Honey, Bhai Hardev Singh Ina Bajwa, Bhai Jarnail Singh Ghavadi, among others, educated, intelligent, and imbued with a profound communal spirit, were eager to serve alongside Bhai Gurjant Singh Budhsinghwala.
